(3) There is an abnormally large number now sleeping in

the open air. Investigation now proceeding will reveal the

extent of the necessity for winter quarters for these.

The fact that (1) vast number of Hong Kong residents

who are more destitute than most of the refugees. (2)

Provision of free lodgings and food on a large scale is likely

to attract inestimably big increase of destitutes from south

China complicates the position considerably.

Between the 13th June and 10th July immigrants from

the Colony exceeded immigrants entering by 10,000 and

refugees situation is at present fairly static with a tendency

towards reduction.
